NinjaWarrior2
I see the NWS do this all the time, give a forecast of like 29-32 and show plain rain, LOTS of people go off this, and many wouldnt know that temps like that really wouldnt mean plain RAIN, which is very misleading. Here is an example Augusta Maines Airport forecast It says 29 and RAIN for like 12 hours, that is very misleading, NWS offices have to correct this problem that happens occasionally. winterymix
It is possible to have liquid rain at 29 degree two meter temperatures. It all depends on warm air advection aloft as well as intensity of the rain. What starts as freezing rain may not freeze at the surface if the precipitation increases in intensity and transports warmth to the surface. Additionally, if the column if very saturated, wet bulb temperatures may rise just enough to prevent surface freezing.
Ed Lizard
Bridges and overpasses might be above 2m AGL. I assume text products would warn of potential ice conditions.
