NOAA Technical Report on the Super Tornado OutBreak

I have come a across the October 1975 technical report on the outbreak and found some verry interesting facts about that day. One of things that I cant understand is the total tornado count. They list the outbreak time as between 1200 cst Wednesday April 3 to 1200 cst Thursday April 4 1974. When reading the report however they mention tornado touchdowns prior to 1200 cst "The touchdowns of two or three tornado reported after midnight with hail and wind damage during the first round of activity. I know that the storms with the first line was nothing compared to what would come next however, it happened on the same day from the same storm system. Is there a reason why the activity was not counted in the total? Or is it that the first round was removed do to lack of eveidence???? I mean they included a tornado the hit NewYork state just outside of Jamestown??
