It has more to do with the counties within the warning segment. You're really closer to the 5 and this sleet and freezing rain is not helping. Wes's rule about 850mb lows to the west is biting us all the way into PHL. Didn't see sleet getting that far northwest. Sorry if you are already familiar with this map link, I'd go more by this than the statement.
