Typically, it freezes pretty readily above National Airport and has done so a couple of times so far this year (and is in the process of doing so again now). DC FD has been taking one of their fire boats out and breaking the ice up so that the tide will wash the peices down river and out to the Bay. Apparantly, they can clear ice up to 20" thick.
