I think this caught many people off guard. Schools in my area are open with no delay, and the traffic/road conditions between 7:30 and 9:30 AM were bad. I think if the school districts had known we were going to receive 4 to 6 inches of snow this morning (nevermind what we are expecting later this afternoon and this evening), the schools would have been closed.
