Figured top 10. i have the numbers at home.. can look later. "top 30" might be misleading as stated... that's without counting ties -- but in a full list there are 29 colder decembers. maybe i need to reword. Looks like there were 4 colder December mean temperatures than this year's at IAD (since 1963.) 13 colder at BWI along with one tie.
