I keep a comprehensive archive going back a while but I do not have every warning issued for every day. Most of the events I have archived for the DC area are severe tstorm events. It was icy out that way and he could not make it in to Leesburg. I pulled this off the National Weather service site, its Martinsburg, WV data for this month. Its not Berkjley Springs, but it close and Berkley Springs would have been colder. It shows rain on the 12th with a low temps of 32 degrees = ice.
