The only winter in that stretch it didn't happen was in 1982-83 and that's because it was a very strong el nino (and the snowiest one in that stretch)..... ironic because the last time we went below zero, 2015-16 was also a very strong el nino. But the record warmth there has been greatly moderating our Arctic outbreaks in recent years. As was the case this winter combined with the record Canadian and Hudson Bay warmth. February 2016 and 2023 were the two Arctic outbreaks which reached 0° or colder east of the Hudson and required Northerly flow down from Canada going east of the Great Lakes instead of crossing the warmer waters. Heavy snow reached New York City and Boston by the early morning of February 22.
