This situation seems a bit similar to Presidents Day 1979.  The Presidents Day storm of 1979 we had snow start in Greensboro by 6 am with a temp in the mid teens. It snowed all day with temps dropping into the single digits with moderate to heavy snow and strong NE winds in the upper teens or more.  We ended up with about 10" and a light crust on top as it tapered to freezing drizzle as the temp climbed to 10 or so.  I'm not sure why they didn't issue a blizzard warning on this one, but it is in my top 2 favorites along with March 93.

Likely and possible are two very different things.  But it is possible:

The most damaging ice storm on record is the North American Ice Storm of 1998, which deposited as much as 5 inches (12.7 cm) of freezing rain over a large area of Quebec and Ontario in Canada, as well as northern New England in the USA. Heavy accumulations of ice brought down trees and power lines throughout the region, blocking roads and damaging property. Millions were left without power for as much as a month. The total cost of all the damage is thought to have reached more than $4.4 billion, of which $3 billion (CAN$4.3 billion) was in Canada, and $1.4 billion was in the USA.

Remember it well.  Throw in Jan 1996 and Jan 1987 and you have my favorites.

It took down the entire grid including the sturdiest of main transmission  towers. No quick fix for that.

I was in Raleigh for that storm. I remember thinking it would be doable to drive to my buddy’s house in N Ral. With my 70 Chevelle. Boy was I wrong.
