There was also record high temperatures in the 80s as well it was a disaster all around for snowfall. Only five above average snowfall Winters for New York City in the 30-year period of 1970 through 1999.

Boy, that stat sure sheds light on a 30 year period.  I could probably mention all 5 years off the top of my head.

Those were tough times.  There were some memorable storms in there, just very few of them.

Surprised there were 5...I'd guess 82, 83, and 87. Here in CNJ I can't think of any other 80s winters with any significant events. 89 in S Jersey maybe. Don't remember 80 too well, but never had a snow day in HS ( only in 1978, none of the other years, graduated in 81 ). Taught starting in 89 and had no snow days until 1993, the March storm. After that we had epic 94, 96, and then zilch again until the aughts. So it was much snowier the last two decades than I remember as a kid. Jim McGreevy, in his bio, writes about his struggles as mayor of Woodbridge with all the snow in 94, more than he ever remembered as a child. That is accurate, and that winter hit everyone with their pants down; snow shovels with rotten wooden handles and rusty blades were dug up from under junk in garages, snowblowers were brought out of mothballs ( and didn't work ) as they were not usable in the previous 93 storm ice, and you could not buy salt, even table salt, sand or kitty litter, as Home Depot had not swallowed the market yet. Good times.

I remember the salt shortage that winter which lead to DPW/private contractors throwing sand down on the roads

meh not enough.

question now is once the system gets onshore in the west in a couple of days if better sampling of it for the models to digest will change the outcome ?- right now looks like a minor event in the NYC Metro for early next week according to the 0Z model runs - no sense in even speculating on the later next week potential event yet IMO......all we know for sure is below normal temps arrive this weekend for an extended period of time....

February 1983 was more memorable than any storm since February 1978 and until January 1996

the only above normal snowfall winter during the 80s was 82-83 and it wasn't even above normal but more like near normal because of the big blizzard.  30 inches plus is required for above normal snowfall and that never happened between 1977-78 and 1993-94

I can only think of 3 off the top of my head.  It was brutal, although there were a couple of decent winters on the island that were BN in NYC.
