If large areas of your ground topsoil are dry, the energy that would normally be spent trying to evaporate any moisture in it will instead go into heating the air even more. Philly hasn't had a triple digit high since 2012 (if one wants to go down a rabbit hole on that year's previous winter - my 2011/2012 season had 4.01" snow/sleet and that season was a weak La Nina like now).
