There's also a fairly significant amount of shear evident on satellite if you watch the West side of the storm. Should be a shell of it's former self once it reaches the Atlantic.

NHC accounts for decay over land. Rapid weakening was expected, but the forecast still gets this to the Atlantic where some intensification remains likely. The NHC forecast gets it far enough out into the Atlantic to allow for it imo. That said, this is emphatically a rain/water event. 

I look less at the surface wind right now and more the structural decay. For now, the structure looks as expected on radar and satellite.

 What a mess here! There had been a tornado warning that expired an hour ago. Much of the yard and entire patio is covered with standing water. Street flooded. Now this and there’s a very long ways to go before the on and off heavy rain ends. And the strong winds haven’t even got here yet though they’re now picking up. Also Tornado watch extended til 1AM:

Not really true. If the center gets out into the Atlantic it will strengthen some potentially. Over land it will degrade and end up more west, most likely. Mostly just watching how east it makes it before heading north or west if the GFS somehow scores the upset.

Gotta say for MBY Debbie had notably prolific banding and rainfall rates compared to recent tropical systems.  
 

TPA officially ended up close to 7”.  We were under training for long stretches.  Would add a few inches for our total.

It's moved almost due east since the 5 PM update. Its probably about 50 miles from the coast at this point. Its close enough already to starting pulling off the ocean. You can see bands popping up to the northeast, in the last few frames.
