...FLOOD WATCH IN EFFECT FROM SUNDAY EVENING THROUGH LATE SUNDAY
NIGHT...

* WHAT...Flooding caused by excessive rainfall is possible.

* WHERE...Portions of DC, including the following , District of
  Columbia, Maryland, including the following areas, Anne Arundel,
  Calvert, Carroll, Cecil, Central and Southeast Howard, Central and
  Southeast Montgomery, Charles, Northern Baltimore, Northwest
  Harford, Northwest Howard, Northwest Montgomery, Prince Georges,
  Southeast Harford, Southern Baltimore and St. Marys, and Virginia,
  including the following areas, Arlington/Falls Church/Alexandria,
  Central and Southeast Prince William/Manassas/Manassas Park,
  Eastern Loudoun, Fairfax, King George, Northwest Prince William,
  Spotsylvania and Stafford.

* WHEN...From Sunday evening through early Monday morning

* IMPACTS...Excessive runoff may result in flooding of rivers,
  creeks, streams, and other low-lying and flood-prone locations.
  Flooding may occur in poor drainage and urban areas. Storm drains
  and ditches may become clogged with debris.

* ADDITIONAL DETAILS...
  - One to three inches of rain are mostly likely Sunday evening
    through early Monday morning. This amount of rain could cause
    flooding of small streams, creeks and urban areas. Localized
    amounts up to four inches are possible along and east of
    I-95.

It’s either another storm trending east or because the Frederick water table is low.

...WINTER STORM WATCH IN EFFECT FROM MONDAY AFTERNOON THROUGH
TUESDAY MORNING...

* WHAT...Heavy snow possible. Total snow accumulations around 6 to
  as much as 12 inches possible. The highest accumulations will be
  along/west of the Allegheny Front for elevations above 2,500
  feet. West to northwest wind gusts around 40 to 50 mph are
  possible as well.

* WHERE...In Maryland, Garrett County. In Virginia, Western
  Highland County. In West Virginia, Western Grant and Western
  Pendleton Counties.

* WHEN...From Monday afternoon through Tuesday morning. The
  heaviest snow is most likely late Monday afternoon through
  Monday night.

* IMPACTS...Travel could be very difficult. The hazardous
  conditions could impact the Monday evening commute and the
  Tuesday morning commute.

* ADDITIONAL DETAILS...The combination of snow and blowing snow
  will cause visibility to be reduced to below one-half mile at
  times with near blizzard conditions possible.
