Very windy, with a southwest wind 25 to 30 mph increasing to 36 to 41 mph in the afternoon. Winds could gust as high as 65 mph. Chance of precipitation is 100%. Total daytime snow accumulation of 4 to 8 inches possible.
Tonight
Snow. The snow could be heavy at times. Widespread blowing snow. Low around 10. Wind chill values as low as -10. Very windy, with a southwest wind 39 to 44 mph, with gusts as high as 65 mph. Chance of precipitation is 100%. New snow accumulation of 9 to 13 inches possible.
Saturday
Snow. The snow could be heavy at times. Widespread blowing snow. High near 17. Wind chill values as low as -10. Windy, with a southwest wind 32 to 34 mph, with gusts as high as 55 mph. Chance of precipitation is 100%. New snow accumulation of 10 to 16 inches possible.
Saturday Night
Snow before 1am, then snow showers likely, mainly between 1am and 4am. The snow could be heavy at times. Widespread blowing snow before 4am. Low around 16. Wind chill values as low as -5. Windy, with a west wind 26 to 29 mph, with gusts as high as 45 mph. Chance of precipitation is 100%. New snow accumulation of 6 to 10 inches possible.
Christmas Day
A chance of snow showers, mainly before 7am. Mostly cloudy, with a high near 24. Windy, with a west wind 24 to 28 mph, with gusts as high as 43 mph. Chance of precipitation is 30%.

The idea of "too cold for lake effect" is a bit of an urban legend, the lakes warm the frigid air to the extent that it can hold enough moisture to remain very capable of maxing out. Without Lake Erie there BUF would probably drop to 12F but the lake will release enough heat into the squall band to maintain a reading of 18-22F (at a guess).

Lake is about to explode with snow. I expect lake enhanced snow into tonight across all of Erie county. Rates will be somewhat low due to winds and the impact the winds have on flake production. It won't really matter much with those windspeeds

What are your opinions of downtown cleveland lake effect snow amounts?

I'm 5 miles west of downtown Cleveland and 500 feet from Lake Erie. (next to Lakewood Park)

Our small lot has no open spaces, so lots of drifting, but I would guess (from inside) less than 3 inches.

Wednesday afternoon in the park they were pouring concrete for the new swimming pool. Now it's -1°F, I'll bet that concrete is getting cold.

...BLIZZARD WARNING REMAINS IN EFFECT UNTIL 7 AM EST SUNDAY...

* WHAT...Blizzard conditions expected. Total snow accumulations of
  2 to 3 feet with locally higher amounts possible. Winds gusting
  as high as 65 to 75 mph today and tonight. Blizzard conditions
  will last into Saturday night. Wind chills as cold as 10 to 20
  below zero.

* WHERE...Niagara, Orleans, Erie, and Genesee counties.

* WHEN...Until 7 AM EST Sunday.

* IMPACTS...Travel will be extremely difficult to impossible at
  times. Widespread blowing snow will significantly reduce
  visibility. Very strong winds could cause extensive tree
  damage and numerous power outages. The bitter wind chills as
  low as 10 to 20 below zero could cause frostbite on exposed
  skin in as little as 30 minutes.
