A bunch of TV mets had posts/videos where they showed glasses of water on parched, "normal", and soaked ground. The glasses over the parched soil did not soak through, leading me to believe that in a big rainer it would all run into rivers, etc. I guess with them being low that might have mitigatged flooding?
