The band formed 5-10 miles west of the spine here as the convergence from the valley met the hills . The winds aloft were 50 knots out of the WNW. So what looked like heavy heavy snow over the valley was deposited in a very narrow hilly area . You can see the same process happened east of here as it is lower elevation and deposited on the hills east . A very rare and fascinating occurrence and case study. You might be thinking of 12/29/12 which was a lot of rain there and we had 8-10” over the interior. There was also a storm a few days before that on 12/26-27/12 that was a snow to ice situation over the interior but mostly rain on the coast.
