That is probably a big issue. I understand the UHI issue and it’s a big one but I think the water issue is huge too. I think comes into play with the Boston and New York just getting their first freeze. For me, and it’s no biggie to me, if DCA wants to have weather data that is representative of DC, then that temp sensor needs to be as far from the water as possible.

Andrews really is the killer of  all OK at DCA. 

Andrews is over 200ft above sea level and isn't surrounded (currently) by 47 degree water. It is also much less urban out there than what's surrounding DCA. Hard disagree.
