Absolutely. I will roll the dice with a favorable AO/NAO anytime. The basic problem in December is climo, so HL blocking may simply produce chilly and wet when storms come along, esp for the lowlands.

I should finish my basement and turn it into a winter snow retreat, summer heat escape suite.

Well, I will take chilly and wet over tropical anytime in December in these parts.  Rain snow mix would be a huge win!  I really miss December’s like 2003 and 2009!  Eh screw it, I am going to Montana for Christmas so what do I care, December is going to December here.

December isn't a winter month.

It's not even really a Nina.

Not yet, but it is well on the way with about an 80% chance during late Fall and winter. Point is we have already seen the tendency for a persistent -PNA, and that will likely be the case more times than not in the months ahead. No need to keep beating that drum.

Today's LWX AFD is mentioning these record numbers for Friday:
DCA - 87 in 1975
BWI - 86 in 1989
IAD - 88 in 1989
I think we don't get anywhere close to these, but wanted to note that October 1989 led to the coldest December ever recorded. Departure of -14.6 at IAD; -13.2 at BWI. Second coldest in Balto was in 1876, (departure -11.3). 12 of the December record min temps at IAD were set in 1989.

But was it a -PNA that year?
