Yeah, when I lived up in Redfield, there were several systems where downsloping certainly affected the Rome/Oneida County area (of course I paid more attention to that area when I was closer.) Syracuse seems to be far enough away that downsloping doesn't affect this area during storms much. It's those torching southerly winds that get us at other times!
