Hard to tell with the zoomed out picture, but if the leaves look like this on the top:

It's lace bugs. 

Undersides would look more like this (with or without the actual bugs themselves):

My pieris japonica are dropping yellow leaves right now because of the lace bugs.

I think this is drought. It appears they’re just dead or dying

Maybe it'll come back next year and resprout from the ground. Waiting until it went dormant may have been a better idea. I have a 4ft ash tree growing out of my front mulch that I've been hesitant to chop, but I may dig it up and try to transplant it in Novie when it's deeply dormant.
