In terms of LA the air quality there is mainly due to the emissions of motor vehicles and the build-up of those chemicals in the air. Salt Lake City I believe is due to strong inversions that develop over that area. For us...more times than not our air quality is due to ozone build up at the sfc which results in airmasses where there is little mixing and there is some sort of inversion aloft and below the inversion you have a hot and moist airmass. Of course you can get them with totally stagnant air but more likely in high dew situations. Different animal than LA and wood smoke out west.
