People have all kinds of addictions.  Best to judge harshly when indicted (leaving innocent baby in hot car) but with compassion and knowledge that but for  circumstances there I go.....

 It’s possible they could’ve been a little error too. Maybe it was near 32.5. In March, many stations near Logan were at freezing. In my experience, it gets a lot more difficult to get good accumulations above 32.5. And above 33 Fahrenheit you’re not gonna get much.

Before ASOS, MHT used to run warm. When everyone else in the area was 31-32F they'd be snowing at 34F. They were always warmer than CON unless they had a TS that CON missed out on. Their 104F in '95 was probably a couple warmer as well. Once the ASOS went in their temps were more in line with CON.

The conjecture in here is akin to water cooler speculation ... but still, we can't really draw conclusions that way. 

Addiction would have to be science per a particular circumstance before approaching those judgments.   Like,... is it even possible that iPhone or Android or whatever the distraction, is capable of countermanding a million years of mother instincts with their kids.   I know that phone "addiction" is unsavory to observe and embarrassing ( really ) to think about, but that should still seem unlikely. 

This is not the same insidious scenario as a couple of heroin users strung out and stooped over in the front seat of a minivan while their three-year-old is square mouthed crying in the back seat ... and the cops trying to figure out how in the hell Humanity ever arrived to that particular point in time ...  

It's a phone... It didn't 'cause' the mother/father/parent to execute the three to four complete body motions required to securely lock a child in a car on a high sun hot day.  The parent did that - is it possible... ? Of course...but that total scenario is less than likely.

I agree with you about smart phone addiction.  It's a rampant problem in society.  It's just one of the factors though in these cases.

…..or in the case of the guy who left his twins in the car, he assumed he had dropped them off at daycare.  How is it possible for someone to assume he dropped  his kids off at daycare without actually doing so??  That screams distracted to me.

Very possible, though NYC with records back thru 1869 is one of the last places I'd expect it.  And the 33° stayed constant thru the bulk of the daytime snowfall; it could've - probably was - been at the low end of the rounding range.  That Sunday when 14" of the full 15.3" fell had temps 36/26, and my recollection is that the high was 12:01 AM and the low 11:59 PM.  There was already 2" new at sunrise 45 miles west where our troop spent the weekend at Allamuchy Scout Reservation, with a steady 15-20 mph wind that foreboded an interesting 30-mile drive home.  (Piece of cake in my '62 Beetle - 8" OG when we got there.)  NYC reported only 1" for 2/9, and I think they check depth at noon, so accumulation probably started a couple hours later than where we were.  Forecast had been for heavy RA in the city, and it may have begun that way as the 14" held 1.64" LE.

IMPACT...Minor hail damage to vehicles is possible. Expect
         considerable tree damage. Wind damage is also likely to
         mobile homes, roofs, and outbuildings.

Locations impacted include...
Enosburg Falls, Franklin, Alburgh Village, Johnson Village,
Cambridge, Montgomery Center, Montgomery, St. Albans City, Fairfax,
