The tree damage is pretty abnormal looking. Not sure where this was taken but it's hard to conclude what was happening in front of him from this video.

It's tough to tell.  I doubt that guy knows exactly what happened because it the rain would have blocked his visibility.

All the tree damage I can see seems to be unidirectional (to the car's right), but the fairly narrow corridor of damage seems more suggestive of an embedded tornado rather than a microburst.  I'm sure NWS will send a survey team given the damage and the concurrent rotation visible on radar.

I was driving north on I-95 headed into B'more City around 4pm, just as I got on the flyover ramp to I-395 the heavens opened up with extreme violence, looked liked the video that guy shot except for, ya know, being a coupla hundred feet up in the air on the ramp with water underneath and not being able to see where the wall was while getting pushed around by the wind, def not the best place to be at that moment. Unfortunately, no video since, ya know, not trying to be a finalist for the 2019 edition of the Darwin Awards. Good times!

...A TORNADO WARNING REMAINS IN EFFECT UNTIL 745 PM EDT FOR
NORTHEASTERN SPOTSYLVANIA COUNTY AND THE SOUTHERN CITY OF
FREDERICKSBURG...

At 733 PM EDT, a confirmed tornado was located over Massaponax, or 7
miles south of Fredericksburg, moving east at 40 mph.

HAZARD...Damaging tornado and two inch hail.

SOURCE...Weather spotters observed a tornado.

IMPACT...For those in the direct path of a tornado touchdown, flying
         debris will be dangerous to those caught without shelter.
         Damage to roofs, siding, and windows may occur. Mobile
         homes may be damaged or destroyed. Tree damage is likely.

This tornadic thunderstorm will remain over mainly rural areas of
northeastern Spotsylvania County and the southern City of
Fredericksburg, including the following locations... Thornburg, Snell
and Alsop.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

To repeat, a tornado is on the ground. TAKE COVER NOW! Move to a
basement or an interior room on the lowest floor of a sturdy
building. Avoid windows. If you are outdoors, in a mobile home, or in
a vehicle, move to the closest substantial shelter and protect
yourself from flying debris.

I'm guessing it is... I mean it said TOG when at Massaponax in the warning a little while back at 734pm and still says TOG at Fort AP Hill in the updated warning at 754pm... so i am guessing its continuous

It's got an environment of it's own and nearing the magic Potomac Wedge Zone so maybe?
