Aviation clients in particular depend more on intensity. So in essence the airports may get the forecast amounts but because it was light all day most flights probably could have operated and instead most carriers axed their entire schedule or close to it. But this was always forecast as a long-duration event with moderate rates given the slow-moving, deep ULL to our South.
