To the poster who asked for the explanation, this is the visual way of presenting the info dmillz just described. The H7 has a closed contour (closed circle) and the h5 is close to closing. North and West of H7 is where the heaviest precip will be. Furthmore as the LP closes off, this will create the strongest intensity for a time before it begins to move east once more (it will crawl for a time). They've done this several times the past few years and ended up busting WAY high. Their original call of around 6"-8" was fine for NYC. There are less than 3 hours left. Right now I have 2" of slush. Usually cut off lows are multi-contoured and they're not apart of any trough in the jet stream. This is simply just a low closing and allowing the winds to circulate completely around the area of lowest pressure at the 500mb height. Those of us closest to the city are not getting a big amount. Way it is. If i were a few miles west I'd be in a better storm. But we are approaching 4 inches now. Nice, but a far cry from a foot. This is simply just a low closing and allowing the winds to circulate completely around the area of lowest pressure at the 500mb height.
