The National Weather Service in Sterling Virginia has issued a

* Tornado Warning for...
  Northeastern Hardy County in eastern West Virginia...
  South central Hampshire County in eastern West Virginia...

* Until 630 PM EDT.

* At 604 PM EDT, a severe thunderstorm capable of producing a tornado
  was located 9 miles northeast of Moorefield, moving southeast at 15
  mph.

  HAZARD...Tornado.

  SOURCE...Radar indicated rotation.

  IMPACT...For those in the direct path of a tornado touchdown, 
           flying debris will be dangerous to those caught without 
           shelter. Damage to roofs, siding, and windows may occur. 
           Mobile homes may be damaged or destroyed. Tree damage is 
           likely.

* This dangerous storm will be near...
  Wardensville around 630 PM EDT.

Other locations impacted by this tornadic thunderstorm include
Inkerman, Rio, Perry, Bean Settlement, Baker and Mccauley.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

TAKE COVER NOW! Move to a basement or an interior room on the lowest
floor of a sturdy building. Avoid windows. If you are outdoors, in a
mobile home, or in a vehicle, move to the closest substantial shelter
and protect yourself from flying debris.

...THIS IS A FLASH FLOOD EMERGENCY FOR ELLICOTT CITY AND CATONSVILLE
AND SURROUNDING AREAS...

...THE FLASH FLOOD WARNING REMAINS IN EFFECT UNTIL 730 PM EDT FOR
EAST CENTRAL HOWARD AND SOUTHWESTERN BALTIMORE COUNTIES...

At 553 PM EDT, there have been numerous reports of significant flash
flooding, roads flooded, streams flooded, and flood damage
throughout the area. HEAVY RAIN HAS MOVED BACK INTO THIS AREA. THOSE
CURRENTLY RESPONDING TO EARLIER FLASH FLOODING MUST SEEK HIGHER
GROUND IMMEDIATELY AS A NEW ROUND OF FLOODING IS IMMINENT! THIS NEW
FLOODING WILL LIKELY BE MORE SIGNIFICANT THAN THE INITIAL ROUND! YOU
MUST GO TO THE HIGHEST POSSIBLE LOCATION IMMEDIATELY AND STAY AWAY
FROM ANYWHERE WHERE THERE IS WATER OR COULD BE WATER!!!

This is a FLASH FLOOD EMERGENCY for Ellicott City and Catonsville.
This is a PARTICULARLY DANGEROUS SITUATION. SEEK HIGHER GROUND NOW!

Some locations that will experience flooding include...
Ellicott City, Catonsville, Woodlawn, Arbutus, Ilchester and Oella.

This includes the following streams and drainages...Dead Run...Red
Hill Branch...Patapsco River...Sucker Branch...Maidens Choice Run...
East Branch...Little Patuxent River and Herbert Run.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Move to higher ground now. This is an extremely dangerous and
life-threatening situation. Do not attempt to travel unless you are
fleeing an area subject to flooding or under an evacuation order.

Turn around, don`t drown when encountering flooded roads. Most flood
deaths occur in vehicles.

Move to higher ground now. Act quickly to protect your life.

Two gauges near each other reported 10 - 12"...radar estimate 9.3".  I'd say it's valid.
