Looks good for wNY and w/c PA to receive 10-15" as this low tracks through IPT-BGM-ALB deepening and throwing back tropical moisture, ROC with the lake effect enhancement could as you say make a run for 18" -- expect some thundersnow in ROC and Finger Lakes.
