They cut totals by an inch in the warning as well. 3-5" instead of 3-6". Did add localized amounts of 7" though. 

Also pushed the change over to all snow back to 2am. They have been pretty good so far with this storm. Never budged yesterday when a lot of models were pumping out more of a 6-8" scenario.

...DANGEROUS TRAVEL CONDITIONS DEVELOPING THIS AFTERNOON INTO THIS
EVENING...

.In the wake of unseasonably warm air and heavy rainfall, an
arctic cold front will blast across the area this afternoon.
Temperatures will fall sharply from near 60 degrees into the 30s,
ultimately falling into the teens by Saturday morning with wind
chills near zero. As the colder air moves in, warm air aloft will
result in a period of freezing rain. Freezing rain, coupled with
standing water, will result in a flash freeze this afternoon and
evening. Ice accumulations could be significant enough to damage
branches and power lines.

Freezing rain will then tranisition to a period of sleet before a
complete changeover to snow tonight. Snow could be briefly heavy
at times overnight. Accumulating snow on top of a sheet of ice
will result in extremely dangerous if not impossible driving
conditions into Saturday morning.

  accumulations up to a third of an inch are expected, with total
  snow accumulations of 3 to 5 inches on top. Localized snow
  amounts up to 7 inches are possible. Power outages and tree
  damage are likely due to the ice. Travel will become dangerous
  and nearly impossible this evening.

* WHERE...Portions of southwest, west central and western
  Pennsylvania, east central Ohio and northern and northern
  panhandle of West Virginia.

* WHEN...From 4 PM this afternoon to 10 AM EST Saturday.

* ADDITIONAL DETAILS...Sharply falling temperatures will result in
  a flash freeze of any standing water. Roads will quickly become
  slick and hazardous once temperatures fall below freezing.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

A Winter Storm Warning means significant amounts of snow, sleet

Hey buddy i went to noaa forecast for new Philadelphia and its says snow change over by 9 pm tonight but as you see it changed to snow already is that unexpected or what can happen?Any one on this forum know?

Mesonet still has that station reporting light rain and 34.

Mike here it says light snow..if it’s mostly snow that change over is happening faster we’ll see I guess !
