Low/fixed income folks don't have access to AC. This was also before emergency management really took off so the concept of working to extend library hours as a cooling center or open more pools was not in the wheelhouse of many city officials (Chicago, DC, Atlanta, Philly, Pittsburgh). This resulted in a large number of heat related deaths and visits to ERs. For awhile, Philly 911 was on a sveral minute wait because so many people were taxing the EMS system. It's one of the reason why the Kalkstein Method was developed (http://www.climateknowledge.org/heat_waves/Doc1002_Kalkstein_Philadelphia_Heat_Warning_BAMS_1996.pdf). Latest LAMP supports going forecast in the upper 80s to mid 90s, a little cooler than yesterday. This keeps heat indices in the 95-103 range, but slight differences in temperatures or dew points could nudge values into advisory territory. For some reason, there are rounding and conversion problems that sometimes bump the temp up or down by a degree. The 79s could really be 78.
