It's really hard to get temps that cold around here. I think snow rates/visibility and winds should be enough to qualify. Or maybe they say anything 20s and lower? When I think blizzard I don't think pasty snow. Maybe they should add back some type of minimum sustained because frequent gusts to 35mph sounds too easy. Yeah, color codes are something that people can easily relate to. A yellow alert for snow could be a winter weather advisory...amber winter storm warning...red heavy snows of 12" or more.
