SPC really needs to start following this risk guidelines with probabilities. Like there shouldn't be a non-PDS for a high risk for a 50/30 for a 5% tornado risk.

.  Just like Matt mentioned you got some locations within the 5% in a PDS watch where as some locations within the High-Risk (30%) are non PDS.  Very Bizarre indeed.

Regarding PDS vs. non-PDS:

MCDs are used as a collaboration tool. SPC issues one prompting the affected WFOs to prepare for a conference call about a watch. It is possible the local WFOs provided arguments for no PDS that SPC agreed with.

Edit: Or trying to get it out quickly SPC made an error (see above).
