You see, even graphs are deceptive! We've had some winters recently with very long, persistent stretches of below normal temps. Your post doesn't make a lot of sense anyway. I think they're actually using DJF 96-97 as the first year on the chart since ASOS/METAR took over here in the summer of 1996.
