Based on the NWS statement just posted, it looks like they're mainly talking about CT valleys.  It would make sense for eastern LI to be colder in that case if the air was draining down from there.

LI is colder than UlsterCountySnowZ at the moment due to the cheap parlor trick known as radiational cooling.  

However, this chart is actually good despite the recent spike at the surface (because of the wind picking up a little and mixing better).  That temp at ~280 feet above the ground is more relevant and it's getting very close to freezing:
