The showers have the ability to mix down to the surface. 60mph is warning territory. You could argue that the HWW already covers it, but this would be a distinct event in duration. The HRRR shows it blasting through in a couple of hours. it doesn't show the strong winds along the line as it rolls through, but it doesn't have the current strong winds either. These things are tough. SPC doesn't want to issue a severe box for these strongly-forced low-topped things with little lightning. And you could argue that the overall high wind warning covers it, although that's for general synoptic winds and not a squall line. LWX is on top of it - all they can really do is issue severe t-storm warnings. I would think that if it holds together as it approaches DC metro, they'll issue the warnings way in advance.
