Relative to a forecast calling for 6" of snow 99.999% of people think snow on the ground. Not the snow board nonsense. It also skews totals. Anything that attempts to standardize the methodology is a good idea. I'd rather be confident in the strict accuracy of my total than feel obliged to corroborate a report from Joe the Plumber who woke up four hours after the storm ended and stuck a ruler in the top of his truck that was parked in the shade of a building. It's not meant to be cleared every two hours... some compaction is a natural part of snowfall totals. Wiping for every p-type change is probably also not the best practice if your "total" ends up being unreasonably higher than your maximum depth. Still, I'm not sure I understand the logic behind "a small minority using the board makes the record inconsistent, so it's better for everyone to come up with their own technique." For instance, today we were only a 1/4" apart, and that could be due to wind. I know it's not the best, but I never submit official reports anyway. Tough to get consistent measurements, especially in a storm like this with the wind. Once you factor in slant sticking, weenies, and deep snow, things really get tricky.
