Shallow layer temps are all this needs at its forward speed. It's only real obstacle with respect to SSTs is the interaction with Andros, but that is hardly significant. Cuba? It's all about the terrain. Cuba/Hispaniola = mountainous and highly disruptive to a TC's core/outflow. Bahamas being very flat, not so much. Plus when the air comes back down the slopes of the mountains it dries out and the latent effect is gone.
