Yes, the NHC has invoked the "Sandy Rule" - I assume most around here would recall that the NHC never issued hurricane watches or warnings for areas north of NC after Sandy went back offshore, since they expected Sandy to be extratropical at landfall in NJ.  Was a very dumb bureaucratic decision, which many think led to people likely being less prepared than they might've been.  Fortunately, this practice has been rectified, procedurally.

Tuesday afternoon GFS essentially has it a hurricane again with a strong core of 60+ knot winds and an eye 125 miles east of ACY. This will be like 48 hours of strong wind and huge waves along the coast. Still very stingy on rain NW of SE NJ, Manhattan basically has enough at the end of it to wet the ground while ACY has 4". The ground being dry will help with the tree damage.
