Same here; it seems to be every ten minutes I receive a new one.

I had attempted to sent that blast email to all members last month after upgrading.  I'm guessing it got hung up in the task queue and now finally broke free after upgrading to 4.1.14 this afternoon.  I deleted the email and will clear the outbox.
