I compare the average temperature in January for different major cities, as well as Oymyakon and the North Pole. January is normally the coldest month, but for Moscow, it is just a bit colder in February. Temperature values and populations are from Wikipedia. Chicago and Minneapolis temp. data is from NWS NOWDATA. As you can see, Chicago is not much warmer than Moscow in January, but Moscow tends to be cloudy for very long periods of time. Quick note: Beijing China is slightly warmer than Helsinki.
