HEAT WARNING...WHICH IS IN EFFECT UNTIL 10 PM EDT SUNDAY.

* HEAT INDEX VALUES INTO THIS EVENING...AROUND 105 DEGREES.

* HEAT INDEX VALUES SATURDAY...105 TO 110 DEGREES.

* HEAT INDEX VALUES SUNDAY...AROUND 105 DEGREES.

* TIMING...HIGHEST HEAT INDICES IN THE MID TO LATE AFTERNOON.

* IMPACTS...THE COMBINATION OF THE HEAT AND HUMIDITY WILL
  INCREASE THE RISK FOR HEAT RELATED HEALTH ISSUES...ESPECIALLY
  FOR THE ELDERLY...THOSE WITH CHRONIC HEALTH PROBLEMS SUCH AS
  LUNG AND HEART DISEASE...THOSE WORKING OUTDOORS...AND OTHER
  HEAT SENSITIVE GROUPS OF PEOPLE.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

USE AIR CONDITIONING TO STAY COOL AT HOME OR GO TO A PLACE THAT
HAS AIR CONDITIONING. CHECK ON VULNERABLE FRIENDS...FAMILY
MEMBERS AND NEIGHBORS.

AN EXCESSIVE HEAT WARNING IS ISSUED WHEN THE COMBINATION OF HEAT
AND HUMIDITY IS EXPECTED TO MAKE IT FEEL LIKE IT IS 105 DEGREES
OR GREATER. TAKE EXTRA PRECAUTIONS IF YOU WORK OR SPEND TIME
OUTSIDE. WHEN POSSIBLE...RESCHEDULE STRENUOUS ACTIVITIES TO EARLY
MORNING OR EVENING. KNOW THE SIGNS AND SYMPTOMS OF HEAT
EXHAUSTION AND HEAT STROKE. WEAR LIGHT WEIGHT AND LOOSE FITTING
CLOTHING WHEN POSSIBLE AND DRINK PLENTY OF WATER.

TO REDUCE RISK DURING OUTDOOR WORK THE OCCUPATIONAL SAFETY AND
HEALTH ADMINISTRATION RECOMMENDS SCHEDULING FREQUENT REST BREAKS

I didn't look up the extent of the aftermath when the record of 23ft was hit, but looking on google maps, that location is pretty deep into LA; lots of room downstream for a major disaster. Population wise, hopefully its not too loaded.

with an off-the-charts type flooding situation like this, they quickly need to look off-the-charts towards the worst possible situation. 

Like the 2 nuclear power plants in and around the baton rouge area.  severe flooding rains will continue the next few days.    Hopefully their at a very high elevation.
