In the US when a weather office is deciding to put out a tornado warning, is it at the discretion of just 1 person or does more than 1 met/employee have to approve/deny it?

One person can do it, but the warning process is done as a team of a couple people. I think that each office does it slightly different. When we did the sim, we had three people, one person coordinating (lead), who had a small sector. The rest of the CWA was split between the other participant and I. That's how we did it, and may be close to a real office, except they likely have more forecasters.
