I suppose we could break that up into first inch or more snowfall, and then the actual date when the first flakes fall. That could certainly be the same date. Location being Pittsburgh - I suppose downtown unless anyone has a better idea. I'll say December 12 for first 1" or more snowfall, whereas first flakes on November 29.
