I guess when the winds really pick up it's a matter of measuring in several locations and either taking a straight average or the mode of all the measurements. The heaviest snow I have seen during the storm is occurring now along with some sleet. It has pretty much been snowing at a rate of 1 inch per hour since 10:30AM.
