Solid above normal departures, those downslope dandy days really ramped up the temperatures.

Anything within around 1F of normal can be considered "near normal" as in most people wouldn't notice the difference.

 

Most people would notice the difference if a month is 4-5F above/below normal. Like everyone knew that March was much colder than normal, and many people commented on the cold weather, but few people thought of this April as particularly warm. It was seen by the public as a pretty average month weather-wise, some cold days and some warm ones.
