Anything within around 1F of normal can be considered "near normal" as in most people wouldn't notice the difference. Most people would notice the difference if a month is 4-5F above/below normal. Like everyone knew that March was much colder than normal, and many people commented on the cold weather, but few people thought of this April as particularly warm.
