Questions on Spring long term outlooks?

I new to all of this and i would like to know, where can i find long term outlooks for spring? Im no fan of winter and i truly hate the snow and ice and im just dreaming of spring. I know a warm up has to come at some point, from what i can make of it with my extremely limited knowledge is seems things start to thaw (well not be 20's for a high) last week of February.

The JMA 90 (MAM) day outlook is for>>>> Below Normal  2mT, Above Normal Precipitation and below normal SST's near mid Atlantic Coast.

No idea what even means, im tying to understand tho, from what i have read other places it seems nothing like what i found at:

Why is :

 

http://www.cpc.ncep..../off01_temp.gif saying the opposite of the other ones linked above yet is seems to be for the same time frame?

that temp outlook is

computer generated on the weekends 

 

there is a lead time on some of the maps 

 

give me a bit more info on just what you type of guidance you need

temps or precip???
