I am more comfortable being outside if it is 25 and dry than 40 and rainy, because water cools me off much faster than dry air, and it's hard to stay completely dry if it's raining hard enough. Unless I'm just looking for the worst blizzard situation to chase, I'm going with wind. there is nothing like huge snowflakes falling when there is no wind.
