In storms like this it almost always comes down to where the bands set up. There's very often one over northern and central NJ where the hills and easterly flow from the Atlantic help set up a nice convergence zone (12/30/00, 2/11/06, Boxing Day for starters), and colder mid level temps help ratios. Eastern/central LI also do better from having the best access to the easterly Atlantic jet. But these things often determine who gets 12-18" or who might reach 30" in a stalled band.
