I'm not so sure about that...if JFK has a long term average 4.0 inches or so less than KNYC...but in a given 10 year span ends up averaging 0.5 inches more than KNYC...it is really not a 1/2 inch turnaround...but rather a 4 1/2 inch turnaround.
