BC until the new zones go into effect, they have to issue a WSW for all of upper Baltimore County, as places near the PA/MD line will see warning snows, and places further south will not. Again, the warning is not for the 1-3", its listed there as places within the warning polygon (due to the zone setup) are technically under a "warning" but will not see warning snows.
