IntenseBlizzard2014
There's a Tropical Cyclone off the Eastern Coast of Japan. Could that contribute to a vacuum effect to spread the ash?

Cheeznado
For good info about anything volcanic, go here: http://www.wired.com/category/eruptions/ Short answers: This was an eruption probably driven by water that came in contact with magma, creating an explosion. These types of eruptions do not have precursor earthquakes so are impossible to predict. They are also relatively small, so any ash will be confined to the immediate area.
